Since 2007, FOG management has been dictated by City, County and State ordinance(s). Fines and penalties for non-compliance can be stiff.
The State of Connecticut, for example, enacted a statewide program to require and standardize the routine removal of FOG. The "No Registration - No Fee" General Permit is ultimately enforced and overseen by the DEP.
